How the municipality reframed welfare from a cost to an investment

How do you get frontline service staff to gain a new perspective on their work, and innovate the services they provide to citizens? Keen to reframe welfare, the Asker Welfare Lab turned to investment bankers to provide a new perspective on the way they provide their services to disadvantaged citizens.
The result: municipal staff now form cross-cutting investment teams that, in a public ceremony, sign off a long-term investment plan in and with citizens. Living conditions and quality of life of families were measured before and after the encounter with the Investment Team showing improvements and reduced costs for service provision. The municipal employees involved, who now have greater access to resources and can make investments at an earlier stage, feel that they can affect real change.
